Verification of Competency - VOC
Under the 2012 National Workplace Health and Safety Legislation due to be introduced on 1st January 2012 a new range of conditions are required. Employers must take reasonable and practical steps to ensure the competency of their staff for the work they perform and the operation of workplace plant and equipment. In summary this is verification of competencies (VOC).
To achieve this the employer must be able to demonstrate that steps have been taken by a qualified person who has training qualifications and relative industry skills to conduct a formal assessment. This may be a written test, a verbal knowledge test or apractical driving test. Ideally the tests are aligned to the National Loadshifting standards and are similar to the range of knoweldge and operational skills required by a person to obtain a National Forklift Licence.
As some licence classes for plant and equipment are removed, the VOC process will cover the OHS compliance requirement. Ideally records of training and assessment should be kept on file so that an inspector could view them if required.
